                               The New Public Service

In contrast to the market-oriented approach to public administration
espoused by the New Public Management,
The New Public Service presents an
approach to public governance based on civic engagement and a
commitment to the ideals of service in the public interest.  In this
presentation, the values and practices associated with the
Old Public
Administration
, the New Public Management, and the New Public Service are
examined and contrasted.  Each approach is seen to contribute to the
democratic process in specific but different ways, though we argue that the
values of democratic governance should ultimately form the basis for all
work in the public and nonprofit sector.

The
New Public Service can be presented as a keynote speech or and hour and
a half mini-workshop.  In the latter version, it is highly interactive and
participants are urged not just to consider the values inherent in different
approaches to public management, but also to explore specific practices used
in other jurisdictions.  The ultimate question, however, is how the values
and practices of the
New Public Service might be implemented in the
participants’ own agencies or communities.  

The Presenter – Janet V. Denhardt has consulted widely and made numerous
keynote presentations in the United States and Europe, especially Sweden
and the Netherlands.  She is a member of the faculty in the School of Public
Affairs at Arizona State University and is the lead author of The New Public
Service: Serving not Steering as well as numerous other books on public and
nonprofit leadership and management.  Contact:
